In the words of President Bill Clinton, it all depends on what your definition of "is" is.

Seriously, IS and AS are treated the same.

You can be sure there's some ISO standard, and now that I've replied, I'll be immediately corrected by someone citing chapter and verse of the standard.

Both work in Oracle, which is good enough for me.
