  Infact there are no prerequisities to run catrep.sql   but it is advisable to run in this fasion.

  check no system and sys object should be invalid.   I think u must be using Oracle 815.
  check your spool file. SYSTEM.REPCAT$_REPOBJECT table was not created.   in the definition of table creation remove the ';' in comments. then it will go through.
