Arun is right. You will need to set the remote_login_password_file=shared in order to use the sysdba/sysoper to lononto the database. But you should definitely need to create a password file in your dbs directory to protect this logon. The person with SYSDBA/SYSOPER is a super user, not just a DBA, but it can even delete file that is owned by oracle through OS.

u just cant grant sysdba or sysoper to any user until and unless you have made the remote_login_password_file=shared. but please think before giving this permission cause he can do anything as he will be the super user of the database. and if you make this shared you will have to create a password file on the dbs directory.
