AVG_SPACE is high towards AVG_ROW_LEN

I am going through the dba_tables to find out for which tables I have AVG_SPACE high towards AVG_ROW_LEN.

I am trying to find out what is the correct ratio to identify that the tables need to dropped and recreated with higher PCTUSED.

e.g. AVG_SPACE		AVG_ROW_LEN	PCTUSED
     ---------		-----------	-------
i)     5825		569              40


ii)   15301		37		 40

which one qualifies for rebuild with higer pctused ???
