We're talking about a very complex piece of software here, this Oracle Server. Nothing is safe. Just look at the bug lists. I encounter bugs very few others encounter and vice versa.

That said, changing pctfree is one of the safer things you can do. How soon your change takes effect, I haven't a clue. I doubt it immediately revises all the freelists for the segment based on the new pctfree.
