I think what they mean is they are no longer going to support the

inctype=[COMPLETE|CUMULATIVE|INCREMENTAL]

parameter to the export utility. You should still be able to do full exports.

The first line of Section 5.2.1 of the RDBMS readme file implies that full exports are still supported:

5.2.1 Triggers

"A full Export no longer exports triggers owned by schema SYS. " blah blah blah
