Is there anything in Oracle comparable to SQL server "private temporary store procedures"

Hi DBAs,

In SQL Server there are private temporary store procedures denoted by #create ....
It only lives for the life of the session and can only be run by user creating it at least according
to coworker. Is there anything comparable to this in Oracle.
