Since im new to orb development , i want to know that

ORB shipped with oracle is just a engine or it gives full API 's for=20 developement?

Do this orb support c++ interface ,

Do i need to purchase a separate orb develment environment like ORBIX = or one=20 shipped with oracle is sufficient.
