Oracle ships visibroker orb v3.4 with 8i

Since im new to orb development , i want to know that

ORB shipped with oracle is just a engine or it gives full API 's for = developement?

Do this orb support c++ interface ,

Do i need to purchase a separate orb develment environment like ORBIX or = one shipped with oracle is sufficient.
