Shutdown immediate hangs.

All,

Last night our backups were not able to kick in as the shutdowns did not work. The trace file shows the following

This goes on for sometime until a shutdown abort is issued. Am i right in assuming that the DB is attempting to rollback active transactions before shutting down or is there something else causing this. I am new at this place and apparently they say this has never happened before.

Anyone seen this ??
