For OPS, yes.
For internal DDL/DML in non-OPS, no.

Also, oracle is lately "re-owning" the DLM (distributed lock manager) under OPS, so you might want to look into that for 8i and esp. 9i, where "cache fusion" is rearing its lovely head.
