To summarize all contributions:

  1. In your $ORACLE_HOME/network/admin/tnsnames.ora add a line saying ifile=/whatever_dir/tnsnames.ora.local
  2. Create a .tnsnames.ora in your $HOME
  3. Point the $TNS_ADMIN to another director which contains the tnsnames.ora (as well as the other Net8/SQL*Net config files)

If I remember correctly, I was able to use a .tnsnames.ora file in my $HOME directory for Developer 2000 on my Solaris workstation.
