If it is Windows NT, first find out all tnsnames.ora using find facility, then make entry in all of them. Also check you are using correct version of tnsping (tnsping/tnsping80). In case of Solaris check that you have made entry in $ORACLE_HOME/network/admin/tnsnames.ora but this will work only when there is no tnsnames.ora in /etc . Some times /etc also has tnsnames.ora in case of autostart listeners/databases. I hope ping is working in your systems.
