This one is pretty frequent.
You are suffering from the condition - "DEFAULT INSTALL"

your sqlnet.ora (having the path %ORACLE_HOME%\network\admin\sqlnet.ora) has the following parameter in need of commenting out ...

SQLNET.AUTHENTICATION_SERVICES= (NTS) a simple # will cure your problem as such:

# SQLNET.AUTHENTICATION_SERVICES= (NTS) hth,
