Is not expensive to create database users to access tables. To my understanding, Oracle licensing is per user. What I have seen people doing is that they create one database user to hold data etc. and make application level users and assign them rights within the application.

You may want to create a role SCOTT_U for Scott user. Then grant privileges to the role and grant the role to Mike. Next you can either create public synonyms for scott's tables or private synonyms as Mike to scott's tables.
