Sorry if this was answered before and I missed it, or forgot.

What is the actual demand for DBO skills in the industry (vs DBA or Developer)?

The DBO stuff on ORacle's web site indicates that it is a way of certifying that SysAdmn types are minimally familiar with Oracle DBA "basics".
