Use UTLBSTAT / UTLESTAT ( Oracle standard tools in $ORACLE_HOME/rdbms/admin ).
There is also the DBMS_STATS package which can gather stats. Reading the Tuning manual from the Oracle documentation set ( books on CD ) will help you.
