Copying a database

I need to copy a production database onto a development environment.  The AIX
environment is the same.  I have installed Oracle onto the development AIX but
not created an Oracle instance.



We decided to do this by restoring a backup of the production environment onto
the development environment.  What is my basic procedure for this?
Specifically, do I have to create the Oracle instance first?  Can I just copy
all the files without having created an instance and just start it up?
