SQL is a query language. There is an ANSI standard for it, but most software companies put their spin on the language (little add-ons, etc.) PL/SQL is a fully procedural programming language. In a nutshell:

SQL*Plus is a client application that allows you to = talk to the database via SQL and PL/SQL.
