When you set your processes higher you exceeded the maximum number of semphores allowed on your system. Either decrease 'processes' or have your sys admin set semmns higher in the kernel. This is a very high-level approach to the problem. See document 15566.1 in Metalink for more details. Also read 1011658.6 about recommended settings for these parameters.
