Increasing pctfree will reduce migrating, but not chaining. Make sure the problem's migrating rows. If it's true chaining there's nothing you can do other than recreating the database with a larger block size apart from redesigning one of their tables (which I'm not sure if you want to do or not). If it's migrating rows, try increasing the pct_free further. If those rows are going to grow there's nothing wrong with make the pctfree so big that only a few rows fit in a block. If you still can't eliminate the migrating, you'll either have to live with it or increase the block size.
