Actually, there must be an $ORACLE_HOME/network/agent directory for Unix (ORA_AGENT logical for OpenVMS). This is where all the ".q" files and "services.ora" file go for IA management.

If you do not have this directory, you may not have installed the "AGENT" option. Check with the docs for your platform on how to install the option. For HP/UX, it's the "Oracle Intelligent Agent 8.x.x.x.x" (I'm not sure about 7.x) option in the $ORACLE_HOME/orainst/orainst installer program. Also, since this will probably require relinking executables, it may require downtime!

I just wish IA was as easy to setup on OpenVMS... :(
