I must agree with Jared. You need to be prepared to do a bit of reading yourself as there is quite a bit to setting this up.

Have a look at Note 73864.1 "How to successfully implement OAS 4.0.7 and Forms 6.0 on Windows or Unix", that's what I used when I set-up OAS with Developer 6.0. I have since moved to Developer6i, and have decided to use the CGI interface instead of trying a Cartridge implementation as it will work with virtually any Web Server. Given that OAS is about to give way to iAS (based on Apache), I don't know if there's any real benefit in learning about Cartridges if you haven't already and you can then use the WebDB listener for testing.

Developer 6i is a bit more "cleaner" in my opinion than 6.0 was, with much better configurability using the formsweb.cfg file, so if you can upgrade I'd recommend it. It also has online help on how to set things up too.

I've documented some steps and tips on setting Developer Server up, and they're available on my personal web site, so feel free to have a look. One of the docs was written when I was using Dev 6.0 so may be of some use, although it was updated to cover 6i more specifically.
