Hi Babu,
I do not have experience with vsat, but it seems that one solution would be to use the Forms Server instead of client/server or Citrix. Place the Forms Server in South Africa close to the database or even on the same machine. Then you would be running just a browser in Tanzania to access the Forms Server. The amount of data transmitted is greatly reduced using this approach. For one of my clients, we tested this between the US and Hong Kong and found significant performance improvement using Forms Server versus client/server.
