They don't use it. I own the only copies, and I'm the only person around here that's interested in using it. There is a big anti-Oracle, pro-MySQL camp here.  

Anyway, I haven't used RapidSQL; I have no need to right now. I use ER Studio, mainly as a tool in my never-ending quest to talk the developers around here into believing referential integrity is a good thing. I think it's a good tool, as good as ERwin at a quarter of the price. I'd certainly take a look at'em just from a pricing point of view.

We purchased it as part of a package that included ER Studio and Rapid SQL, for around $1500 US. Pretty good deal IMHO.
