check your remote_login_passwordfile parameter in the initialization parameter!
If its none then your connect internal will work properly, Regards,

They may be many reasons for this.
If you have an access to Metalink, there are several notes on this there.

If it used to work, you should first check for a filled file system : if Oracle cannot create a file in $ORACLE_HOME/rdbms/audit, connect internal will fail.

The password file won't help : it's only useful for login as non-trusted user.
