Hi Yong,

Yes it's a bug in catalog.sql (8.1.5 & 8.1.6) :

the views ALL/USER/DBA_CONSTRAINTS
are incorrectly defined BUT nevertheless and as you noticed, the set null constraint is truly enforced.

I don't have the bug number at hand now, but you can obtain a patch from Oracle support.
