Also check how often log switches occur, if every several minutes your redo logs might be too small. You might also have disk contention if redo is on the same phyisical devices as datafiles, rollback or temporary segments, or archive logs. Other tuning considerations for redo logs can be found in Metalink Doc 1036517.6
