Take a look at the dbms_lock package, it's made to purpose. I use it=
for a
similar application and it works like a charm.

Hi all,
is there any possibility to determine, =
if a package is already in execution by another user?
Our requierements are, that a specific very resource =
intensive job is only executed once at a time. If another =
user starts the job, the package should see, that it is =
already being executed ba another user and should =
return an error to the user. =
Further, it would be great to see from outside, if the =
execution hangs, so some admin could kill it.
Our ideas are:
process can read them
Is there any dynamic performance view, wich =
supports our requierements?
Any ideas or suggestions?
