Guys,

Thanks to a friend I've finally figured it out.

Apparently there are 4 places where SQL*Net files will be picked up.

  1. set TNS_ADMIN=<directory>
  2. place *.ora in your current working directory
  3. %ORACLE_HOME%/network/admin
  4. Windows.

To "guarantee" a central location, I'm going to option 1. Setting the variable in autoexec.bat
