One very simple approach is to use email to send to the pager. Most (if not all) paging services support an email address of the pager#@whatever.com. I know Skytel and MCI (now the same) support this. Of course, this won't help if your email is also down when you're trying to page.

 Pick any two.  

 There are freeware packages that will do this, and there are payware  packages. The payware has much better documentation and support. The  freeware is cheaper. Efficiency varies all over the map.
