 Three possibilities come to mind

  1. 8i doesn't need a listener.ora file. It defaults the network address to tcp/ip port 1521. The pmon processes for your instances dynamically register themselves with the listener. Hence no listener.ora is needed.
  2. The listener.ora can also be in /etc.
  3. Some set the $TNS_ADMIN environment variable and that's the location of the listener.ora.

More than likely, with 8i, it's #1.
