by build if you mean upgrading your dB to a higher version of oracle that you might have installed do a :
$ ls -l ?/rdbms/admin/u*.sql --> for getting the appropriate upgrade scripts and run as internal

I've seen suggestions that one should have "current" db build scripts that may be different the original build scripts.
How do I create these new db build scripts from 8.1.5 or 8.1.6 databases?
