This is only an informational message. The Lamport SCN is a scheme for the generation of SCNs from a global distributed clock implemented according to the Lamport algorithm. My guess is you have parallel server running and one or all your instances crashed. When this particular instance (and probably others) came up, this is telling you is that it choose the Lamport SCN.
