How can I create a user defined role and assign privileges in it

I would like to create a role "NEW_ROLE" and include in this role the following system privileges

        CONNECT, RESOURCE WITH ADMIN OPTON
        EXP_FULL_DATABASE, IMP_FULL_DATABASE
        CREATE USER, DROP USER
