You might try NT 4.0 SP6A. That is the latest version for NT 4.0. SP6 had some problems -- thus SP6A.

Also, NT SP4 is supposed to have problems running Oracle 8i and OAS products. I have heard to avoid it like the plague. Oracle's installation documentation omits SP4 in its list of supported environments: it lists SP3 and SP4+
