ln -s <real-file> <sym link>

in your case : ln -s /opt/oracle/app/oracle/oradata/PETS/data/system01.dbf /oradata/PETS/data1/system01.dbf

but it may be better to create a symbolic link for the whole directory : ln -s /opt/oracle/app/oracle/oradata /oradata I don't know if you have anything else in /oradata ?
