I believe it's not an upgrade, but a new install. At least that's the way I treated it.

As far as moving data and apps, I have been moving them around with impunity, and not having problems.

Is there a way to identify which users(s) have an open cursor? We are frequently seeing "max open cursors exceeded", open_cursors is set to 400. Sure, we can increase open_cursors, but I think the source is bad application code, just not sure which user is executing it. The only user_name I've found in v$open_cursor is SYS.

One is the parent procedure and calls the rest. The "child" procedures need to return a cursor reference to the top level procedure.

When I try to compile this package it complains:   PLS-00201: identifier 'RET_CSR' must be declared

Now I've passed REF CURSORS via OCI, but never between procedures. What am I missing? Obviously I need to declare it but where and how?

Oracle 8.1.5, Solaris 2.6+(?)

Perhaps, even after so much time, there is no definite
popular internet programming language (standard),
like which is the case with database (oracle).  I got
all mixed responses, you suggested Perl + DBI &
Apache, and another told ASP & IIS and there is
java widely supported by oracle.  I tend to go
towards reliable combination, so i chose Perl. But,
I've seen quite hype about JAVA. And some times
i think that there are things that get popular, even
when they don't provide the benefit which they
originally aclaimed. I remember about CD's, during
its introduction, it was promoted as 99% fool proof.
Now you have to save it even from tiny dust particles.
But, still, some of its benefits were so immense it is a
standard now.

I try to lean towards the direction where the market
is heading. I want to learn somthing that is (or will be)
WIDELY popular. I will be starting with java and after some
footing on JAVA, i'll move towards perl. Based on your 
suggestions, i think, Perl DBI & Apache would be
more robust and scalable for e-commerce at the moment.
