That's rather simple. Look for the OWNER. If the owner is 'public' then it's a public link. Otherwise it is private to the owner.

Hi All..

      How can we find out whether a db link is a private or public..I tried
      looking into the view dba_db_links but it does not have a column which
      gives this information.
