Deen,
At the last place I was at, they used software called PictureTaker to do this. They had around the same number of clients spread over 4 cities. Apparently it works by taking a "picture" before and after installing software. It saves the differences, i.e. registry entries and files and then creates a file that can be applied to each PC without doing the actual Oracle install. It worked well for them. They were upgrading from Developer 1.3 to 2.1 runtime only. I believe that there are several competitive products to PictureTaker too.
