Hey, It's not that the developers are stupid or don't understand what the users asked for or that the users did not sign off. It's that once delivered they have the "that's not what we meant" all over the place. They have a hard time telling us what they want, because they don't know what they need.

DUH! if the users aren't required to sign off on the requirements, it is stupid to hold developers responsible, except that the developers are stupid for developing something that wasn't signed off on by the users (or maybe stupid for working in a place where the quality assurance protocols are weak/absent).
