Turn auditing on and use it for that table. Obviously, this won't tell you the last time it was accessed, but you will be able to found out stuff like that in the future.

Audit it through the application.

You can _TRY_ v$sqlarea or v$open_cursors connected with v$session. That will tell you who is running what SQL statements at the moment and which ones are still in the SGA, respectively.
