If the Oracle database wasn't started then how could they connect through SQL Plus?

You say that the Document Agent Server can't process scheduled documents. Can anyone connect in Business Objects to do other things (such as create a new report?).
Also is BO connecting directly through SQL Net or going through ODBC? Perhaps the problem is in the ODBC layer (easy enough to check with an Oracle ODBC test).

Or maybe it's one of those weird NT service thingies that I read about on the list while I'm thanking God I'm on Unix :)

Looks like the Oracle database isn't starting up.

Look in the Oracle for NT for starting the database.
