I see what you are trying to do. There might be more obvious ways but of the top of my head : you could have a script to look for db processes, etc and a separate script that does the connect check. The second script being exec'd from the first. You can then allow the second script so long to be successful (maybe looking for out put to a temp file) before you check for success from the first script.

script one>  look for db processes
script one>  at now< script two and sleep 30
script two>  attempt to connect and select 'success' from dual > output to
temp file
script one> ends sleep and looks for 'success' in script two's temp file
