I don't know anything about ctxsrv, but it sounds like a permissions thing. Do you log in as the proper user? Do you have to log in as SYS? I know when I'd play with DBMS_JOB (or something) I'd always forget to log in as the correct user and I'd get errors like you've gotten.

Sometimes it starts without problems. What is the problem behind this nondeterministric behaviour ?
