V$SQLAREA.parsing_user

Excuse my poor English !

Does the column parsing_user_id of the V$SQLAREA view refers to the id of the user who have executed the SQL query ?

I noticed that some SQL queries in this view have parsing_user_id = 0 even if they was executed by another user (with "normal" privileges).
