What you're talking about is cancel based recovery. You'd first need to restore all database files to a backup prior to the point you want to recover too then apply logs up to and including arc1_20.dbf, then cancel the recovery. This will roll the entire database back to that point though. Not just one table.

Alternately you can create a partial clone database to recover the one table to the point in time where you want it, export it from the clone, and import it into the production database.
