Marin,
Be wary of using NEW_TIME. It does not know about Daylight Savings Time (Summer Time) start/stop dates or which countries use it. Also, only North American time zones plus GMT are available built-in. It has very limited usefulness. For more information on time zones and DST, see www.timeanddate.com.
