Multi_master replication: Replicating USERS

Does any one know how I can automatically replicate users in one database onto another? I intend to run a multi (2) master replication model.

There is a requirement to be able to log on to either one of these two master databases with the same Oracle user/password. This also means that I need to propagate any password changes.

Any assistance would be appreciated.
