Oracle-L: Export/Import Problem on Netware 3.1.2

I have an export file from a Netware 3.1.2 platform, Oracle 7.1.4.3.2 that I am trying to import to a Netware 3.1.2 platform, Oracle 7.0.16.6.9 database. Upon import I receive the following:

IMP-00017: following statement failed with ORACLE error 901: "CREATE FORMAT71 TRIG "
IMP-00003: ORACLE error 901 encountered ORA-00901: invalid CREATE command

This error happens when the import tries to create a trigger, procedure or function. It happens when I am importing in user mode. I have the COMPATIBLE parameter in my init.ora set to the default which is 7.0.12.

Any ideas why this is happening and any work arounds ?
